Tottenham regeneration kickstarted with approval for 1,200 new homes

More than 1,200 new homes are set to be built on the site of a disused Tottenham depot after Haringey Council approved the biggest single planning application in its history.

The plans for the GLS (Greater London Supplies) Depot in Ferry Lane, approved by Haringey’s Planning Sub-Committee last night (17 May), include 1,210 homes, a new primary school, office space, retail units, a hotel and a health centre.

The outline plans, which are also expected to generate more than 600 new jobs, are the first to be approved under a much wider regeneration programme for the area set out in a Tottenham Hale Urban Centre Masterplan agreed by the council last year.

Haringey’s Executive Member for Enterprise and Regeneration, Cllr Kaushika Amin, said: “The approval of this application is a landmark decision for Tottenham and north London as a whole. We’ve been working extremely hard with a range of partners to ensure that the necessary infrastructure is in place for such a major development, including transport, school places and health services, and it’s very exciting that the hard work is now paying off.

“But the GLS development will be just the first piece in a much bigger jigsaw. Tottenham Hale is in a fantastic location, both on the route to Stansted Airport and with excellent transport links to the 2012 Olympic site. That means it has huge potential to attract increased investment.

“We’re confident that developers will now be spurred on to put forward exciting and sustainable proposals for other sites in Tottenham Hale, so transforming a largely derelict and unsightly area into a really vibrant and desirable place where people are proud to live and work.”
 
Among the features of the GLS application are:

• 30 per cent of the new homes will be affordable
• An 18-storey building adjacent to Tottenham Hale station will act as a landmark and form a gateway to the site
• Two new parks – a linear park and an eco park – will be created to provide a leisure area for residents.
• A new route for cyclists and pedestrians will be created to link the site with Tottenham Hale Station to the west and Hale Wharf and Lea Valley Park to the east
• A new Cooling and Combined Heat and Power (CCHP) plant will provide 45 per cent of the annual heating for the site from renewable sources, in line with the council’s commitment to tackle climate change at a local level
• 800 car parking spaces will be created
• There will be 5,500sqm of retail floor space across an estimated 24 units, including shops, cafes and restaurants
• 3,200sqm of office space will result in an estimated 210 jobs
• The new hotel will have up to 100 bedrooms
• The new primary school will help ease the existing pressure on school places in Haringey
• There will be a crèche with access to a safe play area next to the new school
• The health centre will provide for a group practice for two or three GPs, as well as including other health facilities
• There will be student accommodation of up to 700 rooms

The outline planning approval also includes a Section 106 agreement, under which applicant Lea Valley Estates will provide £10million funding for a range of improvements around the GLS site.

That includes £1.75million for educational improvements, £5million for improved social facilities and environmental improvements, and £1.77million for transport improvements around the GLS site and the Tottenham Hale interchange.

The application will now be referred to the Mayor of London and the Government Office for London. If approved, the applicant will then be asked to submit a detailed planning application to Haringey Council.

The GLS site is one of six areas identified in the Tottenham Hale Urban Centre Masterplan, the others being the station interchange, Ashley Road, the Retail Park and High Cross Estate.

The overall regeneration plans include 2,500 new homes, the creation of a vibrant riverfront quayside area next to the River Lea and improvements to the road network and transport interchange.
 
It is expected that the Tottenham Hale masterplan will be delivered over the next five to ten years.
